Which Cards Do Scaffolders Need? CISRS, CSCS, CCNSG and EMSS

Most scaffolders need one card that proves they can scaffold, and sometimes a second one that gets them through a particular site's gate. The first is CISRS. The second depends on where you work: CSCS on construction, or a safety passport such as CCNSG or EMSS on refineries, power stations and other industrial sites. On top of that, CISRS's own relationship with CSCS is changing in 2027.

Here is what each card is, who asks for which, and what the change means for you.

CISRS: the card that says you can scaffold

CISRS, the Construction Industry Scaffolders Record Scheme, is the trade's own competence scheme, with over 70,000 cardholders in the UK by its own count. The card shows your level, from labourer through trainee, scaffolder and advanced scaffolder to supervisor and inspection cards, and it is what scaffolding employers mean when they ask for "CISRS carded". Our guide to CISRS cards walks through every level.

Cards are issued by NOCN Job Cards, and an employer can check yours online with the NOCN Card Checker or the CSCS Smart Check app. Most last five years, and renewing takes a refresher course and a recent health and safety test.

CSCS: the construction card

CSCS, the Construction Skills Certification Scheme, runs cards for construction workers, such as the green CSCS Labourer card, and licenses its logo to partner card schemes in specialist trades. CISRS is currently one of those, which is why CISRS cards carry the CSCS logo today.

CSCS asks clients and contractors to specify cards carrying its logo, with no equivalents accepted, so the logo matters at some site gates. Employers often name both. Of the 85 roles live on ScaffJobs on 1 October 2026, 45 named CISRS (or its COTS course), 27 named CSCS, 2 named CCNSG and 36 did not name a card at all. A Tilbury role listed "Valid CSCS Card" and CISRS certification among its requirements, and a Newport contractor asks applicants for "any relevant certifications (e.g. CISRS card, CSCS card)". If you are starting out, our scaffolding labourer guide compares the two labourer cards.

What is changing in 2027

On 8 September 2026 CISRS announced that it is giving notice on its CSCS licence:

  • From 1 January 2027 it will be renamed the Competence In Scaffolding Record Scheme.
  • It plans to leave CSCS on 1 June 2027. Its reason is that, since March 2024, CSCS has required cards issued under its licence to be used only in construction, while CISRS cards are also used in utilities, petrochemical, marine and offshore work.
  • Existing cards stay valid for their duration, at all the same sites as before.
  • From June 2027, new and renewed cards will be issued without the CSCS logo, with the same competence standards behind them. CISRS has also committed to becoming Ofqual registered within three years.

It is not settled. At a webinar on 22 September, CISRS said the consultation had only just started and it still hoped the notice could be withdrawn, with a transition planned over the following nine months if not. In the meantime, keep your card in date and keep an eye on cisrs.org.uk.

CCNSG: the passport for industrial sites

The CCNSG Safety Passport is run by the ECITB and is the nationally recognised safety card for the UK engineering construction industry: refineries, chemical plants, power stations and other process sites, where a lot of industrial scaffolding happens.

  • It takes a two-day national course, and the card lasts three years.
  • You renew before it expires, with a one-day course or a test-only option. Miss the date and you go back to the full two-day course.
  • Since 7 September 2026, renewed cards are valid for 39 months from the date of the renewal assessment.

You will see it on industrial adverts. Bilfinger's scaffolding roles at Stanlow and Saltend on ScaffJobs asked for CISRS plus "CCNSG or CSCS or EMSS".

EMSS: the umbrella for hazardous industries

EMSS, the Essential Minimum Safety Standard, is not a course. It is an umbrella scheme that approves existing safety passports and qualifications, such as the National Safety Passport, VCA and NEBOSH certificates, for hazardous industries including oil and gas, power generation, renewables and chemicals. An EMSS card can be checked by scanning its QR code or entering the passport number online.

So which do you need?

Card What it shows Where you will be asked for it
CISRS Your scaffolding competence and level Scaffolding work, almost everywhere
CSCS Construction site entry Construction sites; some adverts ask for it alongside CISRS
CCNSG Safety awareness for engineering construction Refineries, power and process sites
EMSS An approved safety passport Oil and gas, chemicals, power and other high-hazard sites

Get your CISRS card first: it is the card that shows you can scaffold, and the one the trade's training ladder runs through. Add a CSCS card or a safety passport when the work you want calls for one, and check the advert, because the site decides.

Common questions

Is a CISRS card a CSCS card?
Not quite. CISRS is scaffolding's own competence scheme, and its cards currently carry the CSCS logo under licence. CISRS plans to leave CSCS on 1 June 2027. It says existing cards stay valid for their full term at the same sites, and new and renewed cards after that will come without the CSCS logo.
Do scaffolders need a CSCS card as well as a CISRS card?
Sometimes. Of the 85 roles live on ScaffJobs on 1 October 2026, 45 named CISRS and 27 named CSCS, and some named both: a Tilbury role listed a valid CSCS card and CISRS certification among its requirements. Industrial sites may want a safety passport such as CCNSG on top.
What is a CCNSG Safety Passport?
The ECITB's nationally recognised safety card for the UK engineering construction industry: refineries, power and process sites. It takes a two-day course and lasts three years. Since 7 September 2026, renewed cards last 39 months from the renewal assessment.
What is EMSS?
The Essential Minimum Safety Standard. It is an umbrella scheme rather than a course: it approves existing safety passports, such as the National Safety Passport, for hazardous industries including oil and gas, chemicals and power generation.
Will my CISRS card still be accepted after June 2027?
CISRS says yes: existing cards remain valid for their duration and at all the same sites as before. The change applies to new and renewed cards, which will be issued without the CSCS logo.
